Yeah, in a matter of speaking, a level 1 could beat a level 20 if they're skilled enough, although that would still be a rough fight.
How about this: There aren't levels, but after beating a certain amount of people at certain RANKS and such, you get a certain amount of points. These points go towards building your character, and when you get good enough you can go on assignments to increase your ranks. Just a thought... Levels may still be the way to go.

Levels are cool so you can see approximately how hard of a fight it will be. But, I like the idea. We can work with it.

maybe u get xp by killing stuff and ranks by doing "assignments"
the ranks could get u weapons or upgrades or abilities or something and levels are just a static stat boost

I agree with Blaze, levels should be based on points, Because it's not fun when a lvl 1 is able to beat a lvl 20. It makes thing more equal.

yes but what should the balance be? would it take 20 lvl 1's (teamed up) to beat a level 20? or would it take more than 20? or less than 20?

Probably a lvl 20 will be able to kill lvl 1 in 1 hit.

Here's my idea:
A person has a level 20 character. If someone of an equal skill level at level <20 fights them, they would lose.
However, the gap isn't so great that a level 1 who is a much stronger player would have no chance against a level 20 stat spammer.

Then what would the point be to get to lvl 20? If someone would want to actually progress in the game I think by lvl 20 they'll be able to pwn lvl (1)s. What would the "work" be for?

New skills, higher stats, etc. They have a better character. Also, increased playtime undoubtedly increases your skill with the controls.
